Not to auto-approve OSP PO whenever there is OSP Job Order changes

1. OSP Job Order is created.

2. OSP PO is created and approved.

3. Reduce OSP Job Order qty, found OSP PO will auto submitted and approved by the OSP PO buyer.

4. There is a configuration in WIP Parameter to disable the auto-update to the OSP PO whenever changes in OSP Job Order.

5. Can we have below solution ?

    a. Changes to auto-update the OSP PO in WIP Parameter is enabled.

    b. When OSP Job Order qty reduced, buyer will receive notification on the changes, and will need to make changes to the OSP PO manually. (Functionality same like the Requisition change order           process).
