Profile option OM: Notification Approver not display list users, how to enable it?

Hi Gurus,

I am in process to setup RMA with Approval, when I try to set the profile option OM: Notification Approver I could not get list of values, only one employee's name is appearing, how can I enable list of values to display all employees?

Please need your guidance.
