Which checkbox I need to check in project profile to give user opportunity to assign OBS element?

Which checkbox I need to check in project profile to give user opportunity to assign OBS element? I need to give project manager opportunity to assign OBS element on WBS level inside his project but not to give possibility to change OBS element in OBS structure.
