Advance project from 21 to 26 errors with code 29

I am attempting to promote a project from 21 to 26. It is failing with "Error: General Error in method, Status Change"

1. Project includes R5507233 and R5507233|PW00001 Version.

2. UBE Objects were checked-out then checked-in. Version was checked in first then main object. Tokens were released for both in same order.

3. Advance project from 21 to 26 and it returns the error.

4. These objects do not exist in any other projects that I can see.

OMW logging shows that the project was rolled back.

R5507233 returns error 29 & log data item 145J. PW00001 version returns success. Project returned error code 01.

Last log shows: An error occurred while transferring Projects which inherit Tokens. Project: was rolled back to status: 21.
