Creating interorg transfers through interface

Hello,

We are trying to upload interorg transfers through oracle interface and we are trying to create intransit shipments ( FROM org) and intransit receipts (TO org). The intransit shipments are being created however, the intransit receipts are not. I'm doing an insert into MTL_TRANSACTIONS_INTERFACE with transaction_type_id as 21 - Intransit Shipment transaction id.

Please help, let me know what's amiss?
