Item Cost not updated for existing secondary location/lot when "Inventory Cost Level" is set to '3'

We have set the “Inventory Cost Level” as ‘3’ for the manufactured item. Ran the cost rollup and frozen update, frozen cost for the manufactured item is updated correctly in cost components and the same cost is updated as ‘07’ for the primary location/lot in F4105. Cost of Manufactured item in other secondary locations remained same.

Then, I changed cost of the component and ran the cost rollup and frozen update for the manufactured item. In this case, cost of the primary location/lot in F4105 is updated with new cost correctly. But, cost of the manufactured item for the existing secondary locations are NOT updated with the new cost and still displays the old cost. Also, when I looked at the cost components, simulated cost and cost ledger is updated with new cost. But, frozen cost is NOT updated with new cost and a “Not Equal” symbol displays between Frozen Cost and Cost Ledger.
