HA Observer 12cR1 configured with alternate host in Cloud Control 12

Hi,

We have Data Guard (DG) 12cR1 on 2 nodes (one primary, another standby)

We have the observer running on a third host for FSFO.

We are planning to configure the observer in HA, using Cloud Control to configure an alternate host where observer could run in case an observer primary host outage.

My doubt is: What would happen in case Cloud Control was down and the observer primary host suffered an outage in that moment?

I am not sure whether it is necessary that OMS be up and running to manage the observer restart on the alternate node. Maybe the Cloud Control Agents are the ones that control the observer "jump"?
