Volume Offer with Accrual Budget

Hi,

I first created an accrual budget which then auto-create a (locked) volume offer. While it's working, one of the limitations is it will not allowed accrual for past orders - it enforce the start date cannot be earlier than current date. However if  i am to create this as just an offer, there's no such restriction. So to address that, my plan was to create the offer separately and tie it with the accrual budget but then it will mean i will have 2 offers tied to this budget (the auto create + manual).
