Add to cache tax detail Cache in B0700009...error

Trying to add an interim to update an out of payroll payment and we are getting the error "Add to cache tax detail Cache in B0700009".  We are doing an hour in and an hour out to have a $0 gross but then are adding PDBA's to update payroll with payments that this person has made for benefits continued while on a leave.

If I was to do the interim with an actual gross, I don't get the error and then I test it with someone else with $0 gross, I don't get the error.  I have looked and he doesn't have additional taxes.
