Hi, can you explain what is this security used for ?

I tried to set this up as shown as attached...but duno what it does in fact ?

I got question from user asking on how to restrict certain user only is not allowed to  change document type in P0011, work with batches.. Eg..existing CV type - staff claim voucher

may i know what type of security can i apply ? and how to do this ?
