Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. I'm creating a loca active datagurad, Oracle Release is 12.1.0.2.

which configuration should I add to listener.ora file, to allow listener to not refuse connections when the instance in nomount mode.
