When will a new Patch 21360686 be available for Linux? Last week it was unavailable for download be

Previously, we download Patch 21360686 per MOS 1557031.1 Recommended patched for OGG 11.2.0.4.7 PSU.  However, Integrated Capture could not start due to SYS.LOGMNR_DICT_CACHE procedure being invalid.  The MOS note was updated saying that the package specification was missing from the patch.  The link to download the patch resulting in file not found error... Today the patch is available for Solaris download, but not Linux... When will this be fixed/available for Linux x86-64.  Opened and SR with support but it went to offshore team that doesn't have a clue...
