Why run the commitment integrity report (R40910) in final mode?

The commitment integrity report (R40910) provides the option to run in final mode. However, there are documentation out there strongly suggesting "NEVER" to run R40910 in final mode. Are there any valid scenarios where running the R40910 is warranted?
