locking issue when run FNDSCMPI

Hi,

I would like to confirm this issue:

When we run Compile Security with "YES" Parameter , it runs and completes by 20 Mins .
During that 20 Mins heavy locks are seen at back end.
It happened every time to run FNDSCMPI,

so we would like to confirm why this locks are happened?

Due to which there are long Waiter queues. Want to resolve the issue of locking when run FNDSCMPI.
