IP2015 IRM fails with unable to connect to Database

During the middle of the IRM of a IP2015 upgrade I got a 'Unable to Connect to Database' error.  I was able to connect to the database through SQL Plus so the database is still up and running.  When I look through the log files I found the following statement at the end of the siebdev.log in the upgrep_dev_822\output directory.

Specified driver could not be loaded due to system error  8: Not enough storage is available to process this command. (Siebel Oracle90 /Siebel/8.2.2.0.0/ses/siebsrvr, \Siebel\8.2.2.0.0\ses\siebsrvr\bin\seor825.dll).

I thought that seor825.dll was tied to the ODBC Data source.  Through the ODBC Oracle Driver Setup I was able to successfully test connect using the 'SSD default instance' ODBC data source.  I looked at the DASD on the
