Order Lines are going to Awaiting Supply Status

We are using the custom PL/SQL hook CTO_CUSTOM_SUPPLY_CHECK_PK.check_supply() to check ATO flag at org level instead of Item validation organization. But after making this change line status is going to 'Awaiting Supply' instead of 'Awaiting Shipping' and line level ATO flag is enabled. However its not going to supply eligible and getting interface with shipping to create a delivery line.
