Hyperion ARM Custom Attribute Issue

We are on ARM version 11.2.3.100 and have an issue with custom attributes that are applied at the Format level.  Our attribute is restricted to only being revised by users in our Reviewer Team and is a required attribute.  When an reviewer opens a recon and has not yet claimed it, the attribute is grayed out (which is correct).  Once the reviewer claims the recon, the attribute disappears from the Summary page of the recon.  If the reviewer closes the recon and reopens it, the attribute appears again and is editable as it should be.

Is this a known issue.
