What would cause the Integrated SOA Gateway say, "Warning - Service Provider Access is not available

We are having a number of problems getting our R12.1.3 installation of the Integrated SOA Gateway to run from the user interface.  For example, the soagenerate.sh script works from the back end, but the front end user interface Regenerate button gives a 403 (Forbidden) response to the http URL.  Similarly, soadeploy.sh works from the back end, but it fails when we press the Deploy button.

Any ideas?
