Oracle service won't restart after July Bundle patch for Oracle database 11.2.0.3 on Windows server

Oracle service won't restart p21104036_112030_MSWIN-x86-64.zip

I applied the patch successfully on another server.

Another engineer forgot to add perl\bin to the path.

He also forgot to stop the Distributed Transaction Coordinator service.

dll files were in use when he tried opatch apply the first time.

By the time I was called in the database service would not start.

Rolling back the patch appeared to work, but did not allow the database service to start.

Reapplying the patch, following all of the steps did not work.

Please Advise.

This is a staging server, but will get high visibility in the morning.
