button flickers and IE11

Hello All,

I am working on an issue where Clear Cache Button in Responsibility View flickers using IE11. Reproducible in vanilla too. Attached a webex.

Works fine in chrome browser and all other versions of IE like IE9, IE10…

Customer is using 8.1.1.11.10.

Customer would like to know if this is specific to IE or is it an siebel product issue?
