Staging Lane Move

Requirement: To drop LPNs in Staging Lane based on Freight Carrier of the Sales Order.

We have 3 Locators in Staging Lane (Air, Sea, Land). And when the sea freight is used in order line then after Order picking, Staging--> Sea should come up during Drop LPN transaction.

How can I achieve this ? Can we write rules for Drop LPN transaction ??
