R37901 - product test report in JDE 9.1

Hi,

       I'm trying to run a report that would fetch me test results for a work order. COA report R37900 needs to have a sales order to generate the output. As my scenario don't have any sales order, I assumed that R37901 would fetch me results in the form of a report. I did not get any o/p and the pdf said "No data selected". Following are my questions:

1. Is it mandatory to have data F37900 to extract a report with test results?

2. Will R37901 work if F37900 is blank?

3. the only way to populate F37900 is by running R37900 report?
