Shipment -Clear tender attempts

We are planning to use the "Clear tender attempts" functionality and need a clarification on how this out of box functionality works. Below is the business scenario

We have a shipment that has been tendered to Carrier 1. We decline the tender and retender the shipment to Carrier 2. (The max re-tender count is set at 3). Now we want to use the "Clear Tender Attempts" action on the shipment ,decline the tender 2 and retender it.  The shipment gets tendered to Carrier 1 again. Just checking if this is how the functionality is designed? I expected the tender to go to a new carrier 3
