How to use cost group rule to avoid the error "cost-group comingle"?

There are two sub-inventory SI-001 and SI-002 which with different cost group CG001 and CG002.

When we transfer item from SI-001 to SI-002 with the same item, lot and locator, etc, there shows the error "Transaction of item with cost-group CG001 results in cost-group comingle".

Oracle WMS rule engine has cost group engine, which seems can transfer cost group from one sub-inv to another.

But I have tried a lot of times with different transaction such as subinventory transfer, move order transfer and so on. The error stll exists.

So if cost group rule can be used in such kind of condition and how can I avoid this error.
