Error while activating workflows using simulator

Hi

I am trying to activate a set of workflows using simulator.

I am using the service : Workflow Admin Service and method Activate. I am uploading the workflows to be activated through an xml file in the input arguments.

Upon clicking on RUN i am getting a pop up saying :

No language independent code exists for value '__________' and type '__________' with language 'ENU' in table 'S_LST_OF_VAL'.(SBL-DAT-00510)

i checked in the db but could not find any records with the value as shown in the error. Please help.

I have just upgraded my db from Siebel 7.8 to 8.1.1.14 and getting the error after that.
