API for loading Offers in Trade Management?

I have a client who runs many promotions and need to convert them to EBS Trade Management.  Wondering if there's an Oracle or a public API for loading offers into TM?  I've found ones for loading claims and other related TM entities but not offers.  Appreciate any help!
