Login failed from Jdeveloper 11.1.1.5.0 to JDE 9.1 (tools 9.1.3.1)

Hi,

I have checked Note # 1307406.1, 1365212.1 and 759901.1 and did not find any solution for my issue. I have installed Jdeveloper in path C:\Oracle\Middleware. I am able to open the Jdeveloper from OMW. The problem is when I right clicked DV910 in Application Navigator and clicked New EnterpriseOne Project. I got error "Login failed". Log file has below error and I don't know how to fix this. Would you please help.

Unable to get initialize UserSession com.jdedwards.database.base.JDBException: [DATA_SOURCE_NOT_FOUND]

Data source for F00950, TBLE not found. ([ORACLE_TNSNAMES_ENTRY_NOT_FOUND] Entry not found for database E910 in Oracle TNSNAMES file.)
