3C Engine Trigger Definition, Field Value, No matching values were found

I am setting up my first trigger definition. The requirement is generate a communication when NEW adm_appl_prog.prog_action = ADMT and adm_appl_prog.prog_reason = RGAD. I created the event ID. I am setting up the trigger as record adm_appl_prog, trigger level field, function ADMA, batch, field conditions ACAD_CAREER=UGRD, APPL_PROG_NBR=0, INSTITUTION=LRSC1, PROG_ACTION=ADMT. The last field I need is PROG_REASON but the field value lookup states "No matching values were found". Can anyone tell me what I am missing here? Here is a screenshot:
