Compensation History and Detail Reports in Compensation Workbench return no results

I'm testing a couple of Compensation Workbench plans and everything is working well with the exception of two of the reports: Compensation History and Detail Reports.  When I run them within the seeded responsibility (Compensation Workbench for Administrators), I get no results.  It doesn't matter if I'm running as admin or switched as another manager.  I could just be having brain freeze, but I'm not sure what I'm missing.  Profile options are all set correctly and plans are setup and running fine.  I've run the refresh summary process, but it doesn't resolve anything.

Does anyone have some thoughts on why I wouldn't be getting any results?
