Stock Locator with Material Status of HOLD

We have a Stock Locator with Material Status of HOLD.  When we do a Inter Org Transfer to this locator, we are expecting the material to go on HOLD.  However it is remaining Active.  Are we missing something in the set up or is this standard functionality?

If it is standard functionality, how do we get the material to be on HOLD when it is transferred to this Stock Locator.
