Does iWLS need a JVM startup parameter to allow XSL transformation in a BSSV?

I am trying to transform XML using an XSL document inside of a BSSV (using the same transform functionality found in RSS punchout).  When deployed to iWLS the BSSV cannot find the xsl spreadsheet.

This is the error in the bssv.log

[BSSVFRAMEWORK][Context ID: 10.213.104.201:50769:1439576067761:0]CATPartStoreProcessor.getPostBackURL|Could not compile stylesheet

This is the error I see in the iWLS console:

[IntegratedWebLogicServer started.]
