Bom Explosion on Repair Orders

I have been busy on various projects and while getting back up to speed on support our Install Base functions I have found that it appears that BOM Explosion is occurring on Repair Orders (via Depot Repair). As I recall previously BOM Explosion did not and correctly so should not occur when shipping out a customer's repaired item - it should only happen on Top Assembly item. The customer is sending back only 1 item for repair and only that item should interface in the IB upon the shipment back to the customer. However, BOM Explosion is happening so we
