RAXINV always run under English:united States in template language

HI :  I know I post a similar question before  and I got some help but I just find something new....

When I run RAXINV - Print selected invoice concurrent program, even I select English: Australia for the Template Language.  It always use the English : United States template ( I check from  "view detail" ).  It seems I only have this issue on RAXINV.  I try to apply the similar concept to a simple CP called "Active User".  it run with correct template Language every time.  So my FNDRSRUN.fmx  is corrected version.  I also check "1i XML Publisher Does Not Select Correct Template Language in Submit Request Form (
