Bi Publisher 11g: Exception when read/write counter

we are experiencing the same problem and i'm hoping that the user that posted this problem, will come forward and identify how they fixed the problem.

we have a file bursting report that creates pdf files.  their are 396 pdf's that need to be created,  but when trying to burst all 396 the bursting process fails with this error.

if we reduce the number to the first 209, the report works. if I try to burst the next 200, it fails, if I try to burst the next 90 it works. I've now progressed to the point where
