enterprise components> approvals > transaction config -- no matching buffer

we are testing 9.2. when we were at PUM 5, we set up the Requisition workflow in enterprise components and it worked fine. we then applied pums 6 through 12 to our database. now when I go to Enterprise Components > Approvals > Approvals > Transaction Confiugration I get an error message: No matching buffer found for level (see attached). Has anyone else experienced this?
