User ID issue in Siebel 8.1 while accessing products

Whenever any product is locked & released in the DEV environement of Siebel 8.1 with an Id say USER1, the Created By info of all the relationships, constraints & properties of that product get updated with the Id: USER1 and the Created Date is updated with the date when the product is released, even though the change was made on a completely different entity of that product (ex: update on a product script, etc..). This leads to a confusion that any corresponding relationship/constraint/property of that product has been created with the Id: USER1.

To avoid such issues, the login password has been updated for this ID several times, but the issue still persists. Request you to let me know the steps to resolve this issue.
