Enable TLS 1.0 on HP PARISC system

We are trying to enable tls1 protocol in our 12.1.3 oracle application and facing issues.

the application tier is in the DMZ,  and server operating system is HPUX 11.31 (PARISC)

we are getting the following error

Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings and try connecting to https://<url> again.

if this error persists, contact your site administrator.

does anybody have idea, how to enable tls1.0 on HP PARISC system and using SHA1 certificate.
