Upgrade from JDE 9.0 to 9.1 - Delays in data committing to the database

We are upgrading from JDE 9.0 to JDE 9.1 on new servers.  We are experiencing a significant delay (20 seconds or more) in data committing to the database and need to know of any known issues using the pluggable database (Standard Edition) with JDE 9.1.

Our new database is Oracle 12C and installed with the pluggable option.

We have done some direct database tuning with minor effects.

IO rate is 170 m/s on the new and existing servers.

OS is Oracle Linux 6 VM. 

Running VM Ware with two cores and 48GB of allocated memory

Server manager stops and restarts are taking server minutes to complete in the 9.1 environment.  In 9.0, they all stop/restart in under 2 minutes.
