ODA X5-2 with 12.1.2.4 and higher supports 11.2.0.3.15 (12.1.2.3 and lower does not support 11.2.0.3

One of the enhancements for 12.1.2.4 on ODA X5-2 is for database version 11.2.0.3 support.

The only supported 11.2.0.3 version if using ODA version 12.1.2.4 and higher is patchset 15 (aka 11.2.0.3.15)
