Grants, Milestone Notification without a User Profile / Role?

On Ver 9.1 - we want to notify a user who does not have a user profile in Psoft.  As far as I can tell, the process uses the PS_ROLEXLATOPR table to link emplid to the PS ROle and email address. If the user only wants the notification but does not access peoplesoft - is there another way other than sending a manual email with the 'other Notify' button on the page (not hte Milestone Notify button)?  Thanks for any creative suggestion in advance.
