How to Re-sequence Routers?

Hi Everyone, I hope you are all doing well. I am working with a client who says there are instances where the engineers will make errors and forget to add operations. For instance, the engineer creates a router that looks like something below. When he goes back to review he realizes he has missed about 10 operations..

Now he needs to add 5 Ops between 30 and 40 and 5 between 60 and 70. But they have to be in sequence of 10. As you can see below, the new operations (highlighted in yellow) would be added and whatever was defined previously would be re-sequenced to new numbers. Now this is a minute example, but as per the client, it is quite common to require this re-sequence option; there have been instance where up to 20 or more operations have been missed and later were re-entered. Their current legacy system has an option to re-sequence operations but
