Installing patch 12429529 fails

Hello:

I'm trying to install patch 12429529 on Oracle 11.2 on a Windows 7 Enterprise machine.  The specifics can be found in the screen output I captured and pasted below.  I can say that regarding my Java install, I have the the JRE installed in c:\jre.  I have this system environment variable JAVA_HOME=c:\jre and this is in the path: %JAVA_HOME%\bin;.

I don't understand why the patch routine is throwing errors for missing Java libraries... for some reason, it's looking for them in ORACLE_HOME rather than JAVA_HOME.

The output from typing opatch apply in the directory where the patch is located, which fails, follows below:
