Generic SUI-related Questions

A couple of SUI-related questions I have researched in Oracle support, the SUI section of the payroll guide and can find nothing.  Can you please help clarify?

I've run across a SUI-related UBE I don't know how to use ?  Is this still something needed by HI?  I can't seem to find anything about it on the state of HI website or on the Oracle support site and there is nothing in the SUI section of the payroll guide.

or, is this unrelated to SUI and is just named similar to the SUI reports?  (like the R078301, the R078303, R078304 are W2 files and not AL, AZ, AR SUI files, the naming convention got corrupted)
