users from EBS 12.2 to oid 11.1.7

I am using Note 1371932.1 to integrate ebs 12.2 with OID 11.1.7 but after registering EBS2 with OID successfully,  I am not able to see users provisioned to OID from EBS 12.2


I have tried bulkload also , but users are not able to import to OID 11.1.7.


1. As per Note 1371932.1, No Bulkload required.


please help, how can i move users from ebs 12.2 to OID 11.1.7


I am not using DIP since DIP is used for AD purposes.
