Unable to start the web service for a Particular server

Hi ,

We did a windows cluster restart and server manager restart of the servers, but 1 of our server are not up after doing the restart. We are getting an exception error as shown below: Please assist us on priority as it is an issue in PD

App Release : 8.12

Tools Release : 8.97.27
