What is The Oracle Contract Commitment Application

Hi

I was reading Oracle Project 11i/Mini Pack H Documentation

In Page 11 it has got following

Top-Down Integration with Oracle Contract Commitments

The Oracle Contract Commitments application enables organizations to manage their business using dual budgetary control.

Is Oracle Contract Commitments a separate application. I don't seem to find any user guide or other documents on the -Business Suite Documentation Web Library.

Any help on this will be appreciated.
