Send an alert when a user is not present

EM 12.1.0.2

Oracle RDBMS 12.1.0.2

I have an application that is constantly connected and writes entries in to a table.  If the application disconnects I'd like to send an alert.  I'm searching around in EM but am not sure where to start.  At the same time, I'd like to be sure the application is connected at startup.

Can someone point me in the right direction to start looking?
