Lower Item revision for a specific org was not implemented. Need to implement the ECO for that org

Hi All,

We have an item where the ECO creating revision A was implemented in 5 orgs but failed in one org (org 100).  Revision A is visible in org 100 but with no implementation date.  A second ECO was created to move the revision from A to B and it implemented in all orgs.  We're now having an issue because we cannot fully implement the prior ECO as it's still 'In Process' for org 100.  Does anyone know of a way to implement the revision A for org 100?  We can't push through the ECO - getting the error message 'New
