ODA Virtual installation

I am installing ODA virtualized on ODA V1 using patch 16186172 and at the end of installation, the setup doen't start the oda_base.

ERROR: Unable to start ODA Base

Error: pci: PCI Backend and pci-stub don't own device 0000:0d:00.0

ERROR: Unable to do ssh to deployment node 0

When i try to start the oda_base with the command oakcli start oda_base, shows the erro:

[root@afpe1dom0 bin]# ./oakcli start oda_base

INFO: Starting ODA base domain...

ERROR: Exception encountered while starting oda_base OAKERR:7007 Error encountered while starting VM -  Error: pci: PCI Backend and pci-stub don't own device 0000:0d:00.0
