MES Express Move Order

The user has a job with 2 operations 10 and 20.

There is 500 qty in queue of operation 10. However the user is able to  complete 5 quantity for operation 20 using Express Move Transaction without doing anything for operation 10.

The Navigation path: MES Operator--> MES WorkStation Startup .

After this , In the Discrete Jobs form-->  operations ,  shows 500 qty in queue of operation 10 and  5 qty as completed in operation 20

What can be the reason for the same.
